COMUNICADO DE LA REPRESENTACION DEL PERSONAL ANTE LA
COMISION DE JUBILACIONES Y PENSIONES

Con motivo de la acreditación de intereses para el período
julio a diciembre de 2004, efectuada el pasado 2 de febrero de 2005, se
informó lo siguiente “…se consideró prudente comunicar que los estudios
actuariales demostraban solidez respecto a los futuros compromisos del
fondo, habiéndose ajustado la reserva actuarial para los pensionados de
$54.8 a $63.1 millones.” Esta información fue proporcionada a los
miembros de la Comisión en esa ocasión.
Recientemente hemos tomado conocimiento de que dicha reserva
actuarial para los pensionados no fue objeto del ajuste indicado debido
a un error de comunicaciones entre los actuarios y la Oficina del
Secretario Tesorero del Fondo y por tanto la reserva para los
pensionados (calculada en la base de los supuestos actuariales de ese
momento) era de $53.1 millones. Dicha reserva será nuevamente ajustada
una vez finalizados los estudios de experiencia y de valuación actuarial
recientemente encargados a nuestros actuarios. Se nos ha anticipado que
el nuevo valor será cercano a $54.3 millones. Esta información ha sido
proporcionada por el Secretario Tesorero del Fondo de Jubilaciones y
Pensiones. Valga la oportunidad para reiterar que el Fondo y las
reservas de los pensionados se mantienen sólidas. El efecto de esta
corrección significa que los indicadores proporcionados al 31 de
diciembre de 2004 respecto a la situación del Fondo como un todo,
mejoran significativamente. En términos cuantitativos se puede decir que
la recuperación del Fondo pasó a ser de $16.9 millones en vez de $6.9
como se nos había reportado anteriormente, una vez considerada la
acreditación otorgada a los participantes por el segundo semestre de
2004.
Igualmente deseamos destacar que la decisión adoptada por la
Comisión, respecto a la acreditación de intereses al 31 de diciembre de
2004, no habría sido afectada de haberse tenido la información antes
indicada respecto a la reserva para los pensionados.

At the time interest was accredited for July-December 2004
on February 2, 2005, we communicated to you: “…we can report that
actuarial studies show that the Fund is in a sound position with regard
to its future obligations, with the actuarial reserve for pensioners
having been adjusted from $54.8 to $63.1 million.” That was the
information furnished to the Committee members on that occasion.
We recently became aware that the aforementioned actuarial
reserve for pensioners was not in fact adjusted as indicated because of
a communication error between the actuaries and the Office of the
Secretary-Treasurer of the Fund and that therefore the reserve for
pensioners (calculated according to the actuarial assumptions made at
that time) was US$53.1 million. That reserve will be adjusted again upon
completion of the studies of past trends and actuarial valuation that
have been commissioned from the actuaries. We have been told that the
new amount is likely to be close to US$54.3 million. This information
was provided by the Secretary-Treasurer of the Retirement and Pension
Fund. We should take this opportunity to reiterate that the Fund and the
pensioner reserves remain sound. The effect of this correction is a
significant improvement over the December 31, 2004 indicators provided,
with regard to the overall situation of the Fund. Quantitatively, it
can be said that the recovery of the Fund totaled US$16.9 million,
instead of the US$6.9 million previously reported to us, once the
accreditation granted to participants for second semester 2004 is
considered.
We would also like to emphasize that the decision taken by the
Committee regarding accreditation of interest at December 31, 2004 would
not have been affected had we had the aforementioned information
regarding the reserve for pensioners.
