Psychological Harassment in the Workplace
The Staff Committee reports
that another topic discussed with the Acting Secretary General was
psychological harassment in the workplace. On May 21, 2004, the Staff
Committee presented Secretary General Gaviria’s Chief of Staff with the
final report prepared by the Working Group, composed of representatives of
the General Secretariat and the Staff Association. That report contains a
proposal for Rule 101.8 of the OAS Staff Rules, a draft Executive Order
adopting said proposal, and an Annex on Guidelines and Procedures for the
Prevention and Handling of Workplace Harassment.
At its various meetings with
General Secretariat officials in both 2004 and 2005, the Staff Committee
emphasized the urgent need for a policy in this regard. The Acting
Secretary General has promised to assign priority to the subject, and the
Staff Committee is still hopeful that, in the very near future, a General
Secretariat policy on psychological harassment will be in place.
