Recognition to Eloy
Mestre
from the members of the
Retirement and Pension Fund Committee
The members of the Retirement and Pension
Fund Committee, through its Chairman, Ambassador Michael I. King, have the
pleasure to present this public recognition to Mr. Eloy Mestre, who will
end in his functions as a Secretary–Treasurer of the Retirement and Pension
Fund on December 29, 2003.
Throughout his 33 years of service at the
Organization of American States, and particularly during the period he
served as Secretary–Treasurer of the Fund, Mr. Mestre has been the perfect
model of the high ideals comprehended in the behavior of an international
organization employee. His integrity, honesty, intelligence and
perseverance were not only fundamental tools for discharging the duties of
a position that requires the highest levels of efficiency and
responsibility, but also characteristics that earned him the respect and
recognition of the employees of the Fund’s sponsoring institutions[1], his
collaborators, a large number of professionals in the finance and
investment field, and, in particular, of the members of this Committee.
During his expert management in the post
of Secretary–Treasurer of the Retirement and Pension Fund, Mr. Mestre has
wisely and precisely guided and advised the Committee during many technical
and political decision-making processes, allowing the Fund to cope with an
unprecedented situation in the markets history, namely, the sustained
decline inflicted in the markets since March, 2000 until the beginning of
the current year. Even under the most adverse of the situations, the Fund
not only maintained its actuarial and financial health, but also counted
with the necessary resources to ensure successful retirements and pensions
for a large number of employees of the Retirement and Pension Plan
sponsoring institutions.
It is remarkable that the doors of both
his office and his extensive knowledge have always been widely open to
satisfy the questions and concerns of anyone who wished to consult him,
cementing a long tradition of service and dedication to the Fund’s
participants, not only on topics concerning the Plan, but on many others in
which the great experience and deep knowledge of Mr. Mestre have always
been openly shared.
On December 30, 2003, Mr. Mestre will
begin to enjoy a new stage in his life. However, he will keep in touch with
the Retirement and Pension Fund, since he will become one more of the
numerous pensioners who receive a duly earned monthly pension.
At the beginning of this new stage, it is
the wish of the Committee members to present this acknowledgement for the
outstanding way in which he discharged his duties, and to wish him the
greatest success in his future endeavors.
