FINAL REPORT ON THE EXAMINATION OF THE OPERATIONS OF THE 
GENERAL SECRETARIAT

Representatives of the firm distributed the document entitled “Final Report on the Examination of the Operations of the General Secretariat” to delegations at the meeting and, for its part, the Permanent Council decided to instruct the Committee on Administrative and Budgetary Affairs (CAAP) and the General Committee (CG) to study the report with a view to the possibility of submitting it to the Permanent Council along with their observations. The document will be classified as a Permanent Council document (OEA/Ser G CP/doc.).

At its regular meeting of Thursday, November 20, the Staff Committee decided to place a reference copy at the disposal of the staff of the General Secretariat in the offices of the Staff Association (GSB-838A) and another in the reading room of the Columbus library (ADM). As soon as the copy classified as a document of the Permanent Council becomes available, it will be placed on the web site of the Staff Association http://staff.oas.org/documents/news2003/SN47a_0304.htm

The Staff Committee considers that it is necessary to convey some of the conclusions of this report that affect personnel.

Improvement options:

· Communication of the Organization’s priorities to each of its officers and employees, in order to establish a link between their duties and obligations and the strategic objectives of the OAS.

· Translation of the Organization’s general strategic objectives into performance requirements for each department, unit, and employee.

· The Department of Human Resource Services should adopt a more dynamic approach to providing information.

· The selection of candidates for hiring and promotion must be based exclusively on considerations of merit.

· The OAS should continue to follow the United Nations remuneration system.

· To the extent that the UN system allows, the OAS should try to align remuneration more with performance than with seniority.

· The OAS needs to establish a performance management system.

· The Secretary General should underscore the importance of the performance management system and insist on supervisors and employees filling in their sections by the required deadlines.

· The completed evaluations should be a major consideration when it comes to promotion, salary increases, transfers, and possible disciplinary measures.

· The OAS must define the key qualifications that supervisors and staff need to have to ensure more effective and efficient performance and then the DHRS must draft a plan for giving both groups an opportunity to enhance their skills through training, electronic learning processes, independent study, and university courses.

· The OAS should continue to offer training courses to enhance understanding and use of the Oracle system .
