NOMINATIONS FOR THE STAFF ASSOCIATION
TERRY WOODS AWARD
Beginning on November 11, 2003, the Staff
Committee will accept nominations for candidates for the Terry Woods
Award. Please find attached a nomination petition form, instructions
and selection criteria. Nomimations must be sent to the Office of the Staff
Association no later than November 24, 2003 at 4:30 p.m. (Staff from the
National Offices can fax their proposals to 202-458-3466, or send them via
e-mail to [email protected] .
Background: The Terry Woods
Memorial Fund was established with staff contributions after the untimely
death of Mr. Terrence Woods, President of the Staff Association from 1989
to 1991. The intent of the fund, based on the expressed wishes of the
widow, Ms. Margarita Woods, was to support the staff interests for which
Mr. Woods dedicated so much of his time and energy. On April 12, 1994, the
Staff Committee decided to establish an award for the member or members of
the OAS staff who distinguish themselves by their extraordinary efforts to
improve the working conditions and employment terms of their colleagues.
INSTRUCTIONS AND ELIGIBILITY CRITERIA:
ELIGIBILITY: a) Eligible candidates
will be individuals who are staff members or who have recently served as
staff members. b) Members or alternate members of the current Staff
Committee will not be eligible since they will act as selection committee.
c) The President of the Staff Association will not be eligible until
one year has passed since leaving office.
NOMINATING PROCEDURES: Attached is
a candidate nominating petition form. The nominations must be clearly
justified, indicating how, through outstanding service, unusual performance
or exceptional effort, the individual or individuals nominated have
promoted, furthered and protected the rights and interest of the OAS staff,
or contributed to their well being or improved working conditions. A
detailed explanation must accompany the nomination.
SELECTION: The Staff Committee will
be the selection committee. The selection will be made by simple majority.
The Terry Woods Award selection is entirely the province of the Staff
Committee. The Staff Committee may call on staff members for clarification
of nominating statements and/or additional documentation. The Award shall
not be subject to appeal or to the procedures in Chapter XII of the Staff
Rules. The number of awards shall not exceed two each year.
THE AWARD: The Terry Woods award is
the highest recognition a staff member can receive for outstanding services
to the OAS staff. It consists of a plaque; no cash prize accompanies this

NOMINACIONES PARA EL PREMIO TERRY WOODS
DE LA ASOCIACIÓN DEL PERSONAL
A partir del 11 de noviembre de 2003, el
Comité del Personal comenzará a aceptar nominaciones para candidatos al
Premio Terry Woods. La fecha límite para la presentación será el 24 de
noviembre a las 4:30 p.m. Acompaña a este boletín un formulario para
nominación, así como las instrucciones y criterios de elegibilidad. Favor
de enviar sus formularios a la oficina de la Asociación del Personal.

Antecedentes: El Fondo
Conmemorativo Terry Woods se estableció con las contribuciones que hiciera
el personal con motivo del fallecimiento del señor Terrence Woods, quien
fuera Presidente de la Asociación del Personal desde 1989 hasta 1991.
Fueron los deseos de doña Margarita Woods, viuda del señor Woods, que este
fondo se dedicara a apoyar la causa de la defensa de los intereses del
personal, causa a la que Terry Woods dedicó gran parte de su tiempo y
esfuerzo. El 12 de abril de 1994 el Comité del Personal determinó
establecer un premio que se otorgaría al miembro o miembros del personal de
la OEA que se hubiesen distinguido por sus extraordinarios esfuerzos por
mejorar las condiciones de trabajo y términos de empleo de sus compañeros.
INSTRUCCIONES Y CRITERIOS DE
ELEGIBILIDAD:
ELEGIBILIDAD: a) Serán elegibles
aquellas personas que son, o han sido recientemente, miembros del personal
de la OEA. b) No será elegible ningún miembro, ya sea titular o
alterno, del actual Comité del Personal, ya que corresponde a dicho Comité
llevar a cabo la selección del ganador del premio. c) El Presidente
de la Asociación no será elegible hasta haber cumplido un año de haber
dejado la presidencia.
PROCEDIMIENTO DE NOMINACIÓN:
Acompaña a este boletín una papeleta de nominaciones. La nominación deberá
estar claramente justificada, indicando cómo por medio de servicios
extraordinarios, desempeño poco común, o esfuerzos excepcionales, el
individuo o individuos nominados han promovido, avanzado o protegido los
derechos e intereses del personal de la OEA, o bien han contribuido al
bienestar o al mejoramiento de sus condiciones de empleo. Una explicación
detallada de las razones las que se basa la nominación deberá acompañar el
formulario.
SELECCIÓN: El Comité de Selección
estará constituido por el Comité del Personal, quien elegirá al ganador por
simple mayoría. La selección del ganador del Premio Terry Woods es
prerrogativa exclusiva del Comité del Personal, quien podrá solicitar
aclaración y/o documentación adicional a los miembros del personal. La
designación del ganador o ganadores del Premio Terry Woods será inapelable
y no estará sujeta a los procedimientos previstos en el Capítulo XII del
Reglamento de Personal. No podrá haber más de dos ganadores por año.
EL PREMIO: El Premio Terry Woods
constituye el más alto reconocimiento que un funcionario o funcionaria
puede recibir por servicios extraordinarios al personal de la OEA. Este
consiste en una placa conmemorativa, y no conlleva premio alguno en
efectivo.
