POLICY ON PSYCHOLOGICAL HARASSMENT IN THE
WORKPLACE
The OAS Staff Committee is pleased to
inform the members of the Staff Association that, this past October 16, the
Chief of Staff of the Secretary General was presented with a Proposed
Policy on Psychological Harassment in the Workplace, as he had been
promised when the present Committee took office. This Staff Committee
initiative was entrusted to a subcommittee formed expressly for that
purpose. It prepared a document addressing a range of matters, including
general principles, definitions, complaint resolution mechanisms, publicity
efforts, and training. The intent is to set in motion a process leading to
an institutional response to concerns raised by the staff in this area.
On October 27, the Chief of Staff sent a
memorandum to the President of the Staff Association expressing his
appreciation for the Staff Committee’s proposal: “I believe that the
proposed initiative, if properly channeled, can help to improve labor
relations within the General Secretariat, create a more harmonious
environment, and remove possible sources of tension ...” In response to a
Committee suggestion, the Chief of Staff indicated that a joint committee
would be formed to examine the proposal and devise a General Secretariat
policy on psychological harassment in the workplace for the earliest
possible implementation..
SURVEY ON THE
PERFORMANCE EVALUATION SYSTEM
With respect to the survey on the
Performance Evaluation System, the Staff Committee wishes to report that
130 responses were received. They are being tabulated by a working group of
the Committee and the findings should be released in the near future. On
September 17, during the celebration of Dr. Leo S. Rowe’s birthday, the
drawing announced in connection with that survey was conducted. Mr. Armando
Espinoza won a round-trip ticket to anywhere in the United States.
