STAFF ASSOCIATION/GENERAL SECRETARIAT JOINT COMMITTEES

 

In the next few days, the Staff Association Committee will select its representatives for the different joint committees of the Organization. If you are interested in being a part of one of these Committees, please send an email to Leslie Alvarez [email protected], no later than Monday August 8, 2016, so she can add your name to the list of candidates.

 

The Joint Committees are:

 

1)      Joint Disciplinary Committee – advises the Secretary General on the processes and application of disciplinary measures. This Committee should indicate what measure it believes should be applied in cases upon which it is consulted, or whether in its judgement, no measure should be applied. The Committee is comprised of three members: a chairman chosen by the Secretary General in consultation with the Staff Committee; a principal member appointed by the Secretary General and a principal member designated by the Staff Committee.

2)      Joint Advisory Committee on Employee Parking – advises the Assistant Secretary for Management on the administration of employee parking. Some of its functions are: to review all matters related to parking submitted for its consideration; to review violations of parking regulations; determine responsibility in cases of claims for damage to vehicles; to review parking policies, procedures and practices related to parking. The Committee is comprised of: the Director of the Department of General Services or his/her representative; two representatives appointed by the President of the Staff Association and a president appointed by the Assistant Secretary for Management.

3)      Joint Committee on Insurance Matters – advises the Secretary General on matters related to the health, dental and life insurance programs for OAS General Secretariat staff. It is comprised of: a chair appointed by the Secretary General and with the recommendation from the principal members of the committee; two principal members appointed by the Secretary General; two principal members appointed by the Staff Association; and two principal members appointed by the Association of Retirees.

4)      Medical Benefits Trust Fund of the GS/OAS – it was established for the purpose of managing the Trust Fund assets and income and for paying benefits under the GS/OAS Medical Benefits Plan for eligible employees, retirees of the General Secretariat, the Inter-American Defense Board, and the Inter-American Court of Human Rights, and their eligible dependents. It is comprised of: a person appointed by the General Secretary in consultation with the Staff Committee of the Staff Association; a person appointed by the General Secretary in consultation with the Association of Retirees of the OAS (AROAS) and three other persons appointed by the Secretary General.

5)      Performance Evaluation Review Committee – this committee reviews a random cross section of year-end performance evaluations; serves as an alternative mechanism for reviewing staff grievances arising out of the performance evaluation process in place of reconsideration, if so requested by the aggrieved staff member; make recommendations to the Secretary General to change or refine the performance evaluation process. It is comprised of: one principal and one alternate members appointed by the Secretary General; one principal and one alternate members appointed by the Secretary General from a list presented by the Staff Committee; and the third member shall be the Director of the Department of Human Resources, who shall chair the Committee and appoint a senior staff member in that Department to serve as the third alternate.

6)      Joint Advisory Committee on Reconsideration – advises the Secretary General with regards to cases where a staff member does not agree with the decision taken by the Secretary General in accordance with Rule 111.3, the dismissal referred to in Rule 110.5, or the decision taken in accordance with Rule 112.1.  It is comprised of a principal member appointed by the Secretary General;  a principal member appointed by the Staff Committee; a chairman appointed in each case by agreement of the other two members.

7)      Staff Incentive Awards Committee – the functions and responsibilities are: to develop a mechanism whereby staff members are rewarded for outstanding performance; provide a system of awards based on outstanding job performance over a one-year evaluation period, that is substantiated by a written recommendation from the supervisor, supported by the director of the area and documented if possible by others who are in a position to judge; make recommendations to the Secretary General respecting awards for outstanding performance to no more than 10% of all staff members. It is comprised of one member appointed by the Staff Committee; the Training and Human Resource Development Officer, who shall chair the Committee; and one other member appointed by the Secretary General as suggested by the Department of Human Resources.
