CONCERN BY THE STAFF COMMITTEE REGARDING THE DECISION OF THE ADMINISTRATIVE TRIBUNAL

 

The Staff Committee expresses its deep concern to the General Secretariat’s staff regarding the two documents circulated on May 24 and June 6 by the Administrative Tribunal, through which it informs of its unilateral decision to suspend its functions as of June 1, until the necessary funds for its operation are received.

 

The Staff Committee emphasizes the importance of the Administrative Tribunal for the basic operations of the Organization, acting as the last means of access to justice. Therefore, the Committee is concerned by the sudden announcement, which came without prior communication to the staff representatives, without regard the potential consequences for the personnel of the General Secretariat.

 

The Staff Committee is aware of the difficult financial situation of the Organization, the reduction of staff and spending decrease approved by the Member States for 2017 which are impacting the Organization. Nevertheless, the Staff Committee cautions that although the budget has been reduced, a portion of the annual budget was allocated for the work of the Tribunal during 2017.  In addition, the Tribunal mentions that the Secretariat had approved additional funds so that it may continue carrying out its valuable work.   

 

 The Staff Committee is convinced that adherence to the rules, dialogue and willingness to work together are essential elements for the resolution of disputes and urges the General Secretariat and the Administrative Tribunal to have a constructive dialogue for the benefit of the Organization.
