MEETING OF THE
STAFF COMMITTEE AND SECRETARY GENERAL ALMAGRO The Staff Committee met with
Secretary General Almagro on May 9, 2017, to discuss issues of interest for
the staff. Also present at the meeting were Ambassador Gonzalo Koncke, Chief
of Staff of the Secretary General and Marķa Teresa Mellenkamp Advisor to the
Secretary General. The issues discussed were a. The
recommendations made by the Administrative Tribunal in Sentence 165; b. Post audits c. Changes
to the Staff Rules The Staff Committee expressed
its wish to continue working with the Secretary General and his team, for the
interests of the staff and in a spirit of equity and transparency. As was the
case in prior meetings, the Secretary General reiterated his commitment to
ensuring that staff be treated in a dignified manner. Sentence 165 of the
Administrative Tribunal indicates that the competition for the post of
Director of Human Resources must be carried out at the earliest convenience,
and through an external Company. Along these lines, the Secretary General
specified that the process would start shortly. Furthermore, the Committee
pointed to the Secretary General the need to implement other recommendations
of the Tribunal related to the lack of knowledge concerning overall rules and
staff rules. With regards to post audits,
the Committee informed the Secretary General that staff members who had
requested audits of their posts, due to modification of their functions for
different reasons, received a negative response to the requests. While
cognizant of the economic situation the Organization faces, the Committee
considers that these cases must be managed in accordance with established
rules and procedures. The Secretary General committed to respecting and
complying with the Staff Rules and established norms related to the audit of
posts. It was further agreed that any
changes to the Staff Rules that may be necessary, to reflect decisions of the
Administrative Tribunal or recommendations from the Office of the Inspector
General, would be done in consultation with the Staff Committee. The Committee thanked the
Secretary General for his disposition and reiterated its commitment to
strengthen staff trust in the institution. The Secretary General thanked
staff efforts in the search for a strong organization committed to the rights
of all the citizens of the Americas. |
