Letter from DHR on pending competition processes and continuing contract competition

This is in response to your communication dated June 10, 2011, requesting information on the processes of pending competitions.  In response to your request, Annex 1 contains a list of those staff members whose posts will be opened to competition during 2011 and 2012.

As you are aware, the Department of Human Resources (DHR), in order to regularize the competition processes pending as of June, 2011, developed a proposal for expedited competitions, which was presented to the CAAP for consideration in March, 2011, but which was not approved.  In light of the foregoing, DHR developed a work plan to complete these competition processes and it is anticipated that approximately 16 posts will be published in June and September of 2011, and in each trimester of the following years.  The order in which these positions will be opened to competition has been determined based on seniority, taking into account the date on which the staff member occupying the post reached 3 years with a short term contract financed by the Regular Fund or 18 months receiving Special Duties Allowance (SDA) as a result of a reclassification.

In addition to the work plan mentioned above, it is expected that the competition for Continuing Contracts will be opened in the last trimester of 2012, at which time it is expected that the selection processes expiring on June 30, 2011 will have concluded.  The Secretary for Administration and Finance will soon be publishing the list of staff members that are eligible to compete for a Continuing Contract.  Once the competition for Continuing Contracts has concluded, the work plan developed for the competition processes will resume.

Normally, the competitive process for a post lasts approximately 5 months, taking into account the different stages comprising the process.  DHR is working on the implementation of measures that facilitate the reduction of the duration of this process from 5 to 3 months.  See Annex II.  These measures include the preparation of standardized vacancy announcements, the publication of those announcements in only one language, publication for a period of 21 days instead of a month, the automation of the process through the use of “Taleo”, an electronic recruitment and selection tool that is used in the majority of sister organizations for these purposes and the internal reassignment within DHR of a full time staff member for the coordination and administration of these competition processes.

Additionally, in the interest of promoting communication and transparency with respect to this topic, the Secretary for Administration and Finance will publish for the knowledge of all staff members, the calendar of competitions to be implemented according to the work plan that has been developed.
