Update for Staff Members on Short-Term Contracts (Series A) financed by the Regular Fund

 

The Staff Association is pleased to inform Staff Members on Short-Term Contracts (Series A) financed by the Regular Fund who have not yet competed for the post they occupy that the last meeting of the Working Group to Prepare the Draft Resolution on the Program-Budget for 2016 of the CAAP, held on November 3, addressed, among others, the issue of extending the deadline for these competitions.

 

The Chair of the Working Group proposed extending the deadline contained in Article 20 (e) of the General Standards from December 31, 2015 to December 31, 2016. There was no objection from other delegations.  

 

The text of the proposal is as follows:

 

Proposal presented by the Chair on November 3, 2015 for a new paragraph:

[Human Resources:

Replace the transitional provision under Article 20 e) of the General Standards as follows:

e.   Transitory Provision: Persons on Series A Contracts as of October 29, 2014, who have not been hired pursuant to the competitive procedures established in Article 44 shall not have their contracts renewed for periods extending beyond December 31, 2016, unless they are successfully confirmed in their positions pursuant to those procedures. Nonetheless, time spent in Series A Contracts prior to satisfying the competitive selection requirement shall be fully taken into account in considering their eligibility for Series B Contracts. In the event more time is required, the Permanent Council shall approve an extension of this provision. These provisions shall be removed from these Standards on December 31, 2017.]

If this proposal from the Working Group is adopted by the Special General Assembly to be held on November 23, 2015, Staff Members will not be penalized for a situation that is beyond their control.  This decision comes at an important moment in a very atypical year, given changes in the Administration and the freezing of competitions.

 

The Staff Association has requested that said extension be accompanied by a calendar that clearly establishes that the timeframe for the completion of competitions is the end of next year. This would avoid future requests for extension that might further delay these statutory competitions.  It is in the interest of all stakeholders: Staff Members, Member States, and the General Secretariat, that this process be concluded and carried out in a fair and transparent manner.

 

The Staff Association will continue to follow-up on this and other matters of interest of Staff and inform Staff accordingly.
